Yes, Bogans can participate. So can Kushari, Mandalorians, other Indie factions, and even unaffiliated Indies (along with Rebels, Hutts, and Jedi).

Episodes III of Series 2 would seem to fit Lorn's level if you're willing to accept a Dark Jedi Apprentice. Need to get him involved in more missions and such so he can eventually work his way up to DJK.
