The Alecto touched down on the Planet Saijo in the prearranged location, The Government officials leading the planet were aware of their arrival and as such a small contingent of guards had met them at the landing pad."You know why we're here.." Kae'Tl addressed one of the guards. A pair of guards had planned to pat search the pair coming off the ship, but decided against it after seeing the looks they were given up getting too close to them.

"Are you ready?" Kae'Tl said to Kaern, as they began walking to the meeting location escorted by multiple guards who were trying to avoid eye-contact.

"I wouldn't think this is a trap...but what isn't a trap anymore?" Kaern muttered low into her earpiece as his head stared forward, but his eyes under his visor would glance side to at each guard. He had left his rifle aboard the ship to not be SO blatant with meeting these government officials. However, Kaern was still clearly armed and dangerous, and no one dared press either him or Kae'Tl about it wisely.

The pair was walked up to the top floor of a towering government building, ushered into a large ornate office, and joined by two men, the Governor of Saijo, and his assistant. "Ma'am. Sir." The Governor said with his hand outstretched offering a handshake to each of the pairs,"Can my assistant get you anything? Whiskey? Brandy? Water..." He said as he took his seat behind a grand desk. The giant glass windows in the office provided an expansive view of the surrounding cityscape.

"Brandy.." Kae'Tl said after shaking the man's hand and taking her own seat, which was surprisingly comfortable.

Kaern's voice stayed silent as his arms stayed crossed, taking a moment before he would sit down in the other offered chair. The governor would know who he was, 'The Mute'. Kaern figured he would play off of his reputation. Perhaps they would be trying a kind of good cop-bad cop. Though no one could see it, the thought of Kae'Tl being the good one brought a small smirk to the bounty hunter's face.

"Governor, there are several subjects we need to address, I'm sure you've heard of our organization's success in the liberation of Terminus. It us our mission to align multiple systems under one defensive flag. Here is our proposal, we are creating a protectorate to align all planets that fall within our jurisdiction which will receive our services as both a interplanetary police force and as a military should outside force attempt to encroach upon this territory. We will be autonomous from the planetary government and just as the planetary government will be autonomous from us, we do however reserve the right to interfere in planetary business only to the extent that it takes to regain positive control of the situation. For the most part we act as a deterrent to crime both planet side and in space" Kae'Tl began,"We will also occasionally call up all planetary fleets to assist in the event of a significant military action." Each statement she made was made matter of factly and with extreme confidence.

"Hm, well...I do like the individuality you're suggesting. Though, how much of our planets resources are you looking to have at a moments notice?" The governor asked as he glanced to Kaern, swallowing some before looking back to her. Both of the people brought before him seemed intimidating, but at least she would talk.

"Excellent question.." she stated before resuming her speech,"Each planet will be taxed to the extent that it is capable of either in manpower, services, materials, or in some cases credits, for general upkeep of the Protectorate for the betterment of all planets within the Kjlljk Protectorate's jurisdiction. Furthermore we will maintain a small embassy of less than ten employees, Our embassies, which will be placed on each planet in our jurisdiction, will act independently of and in conjunction with the planetary government." She finished.

"Also to answer your question concerning a ' moments notice ' the Kjlljk Protectorate will reserve the right to call upon up to the entirety of each planet's military fleet. These fleets will remain with their home planet except in cases of significant militant action, to include but not limited to hostile forces or fleets entering the jurisdiction of the Kjlljk Protectorate." She finished, picking up the brandy that had been delivered to her and taking a sip.

"The ENTIRETY of out planet's fleet? With whom do you plan to go to war with using those kind of resources, Miss Tywyll? I do not know if I even have the power to guaranty I can provide that notion should even accept this offer today. To have our planet's tax-payer funded planetary security available to outsider hands...it would have to go through a vote in the Saijo council parliament." The governor said as he shook his head some at her words.

Kae'Tl's eyes squinted a bit,"The ships would remain in the possession of the planet which owns it, and continue to be operated by said planet's forces. However should the Protectorate's jurisdiction be threatened, the Protectorate's jurisdiction to include Saijo, all applicable military forces of all Kjlljk Protectorate planets will be activated in the defense of the jurisdiction. To be clear sir, if the planet Saijo were to fall under attack by any force, foreign or domestic, the Kjlljk Protectorate would activate all military forces to defend your planet. As it will be with your planets forces to defend other Protectorate planets." Kae'Tl finished, her statement clearly bringing to light a subject the Governor had not thought of.

"Hm, well, I shall bring this up then with the council once itbwould come time to vote. As...uncertain as I still am of donating our availability out of our command, I understand the benefits. And should our crafts fall in battle for the defense of another planet in this protectorate, should you even get any others...can I expect any compensation for our planet?" The Governor asked, clearly still on the fence.

You have no choice

"The Kjlljk Protectorate is beginning operations to start the manufacturing of its own ships. Soon we'll have the capability to produce its own ships, which will benefit every planet covered in the jurisdiction of the Protectorate. To answer your question, yes though compensated is not the word as your fleet, to more accurately state it, would be replenished." Kae'Tl then finished her brandy and lifted the glass towards the Governor's assistant indicating she was in need of a refill.

The assistant glanced to the man behind the desk, who nodded and the assistant fetched her glass to refill then.

"So, am I to understand correctly that Saijo would be the first planet to join your new idea of a Protectorate Pact? You have Terminus station, but have you gotten any other planets to join? Who else have you spoken with?" The governor asked as he began to sip his own alcohol, barely catching himself from coughing when the Mute spoke.

"We have enough support to get started, with or without you." Kaern's voice rolled out low, almost sounding like a threat, but he seemed to speak matter of factly.

Kae'Tl almost laughed,"The Protectorate is being backed by multitude of individuals, as well as a major arms corporation, the Terminus government officials have already joined the Protectorate after the liberation of their space station and planet. A detachment of officials is currently en route to Polis Massa, to negotiate their joining as we speak." Kae'Tl took her new glass from the assistant. "Now sir, if you could have your assistant provide a list of your planetary fleet to my partner here, we can continue."

"Very well. Kala, show him." The Governor said as he nodded to the assistant, who moved behind then desk and pulled out a datapad, beginning to type into it. Soon enough she put it into Kaern's hand, he began glancing through the list.

"So...I shall bring your case before my committees. I do not know how they will take to the thought of joining, but without their vote on releasing the fleet's jurasdiction I cannot complete pir deal. However...you have my support." He said then to Kae'Tl.

"If you have trouble with the convincing of any government officials, let us know and we will reassure them. It's no problem." Kae'Tl stated waiting patiently to be read the list of ships.

Kaern simply nodded as he finished the list, seeming happy with the resources as he handed the datapad to Kae'Tl. One frigate with three corvettes to escort. Only two bombers, but the planet clearly did not think it necessary as they had no fleet holding large enemy ships currently, and no target on the ground that they wanted destruction of. So it seemed they held a force designed for holding off pirates with around 50 starfighters and 20 interceptors.

"And here I thought you would leave our government untampered." The Governor spoke, but his coy smile left it as a joke.

Kae'Tl flashed a smile at Kaern and read the list of ships,"Acceptable. Now then Governor, is there anything else?" Kae'Tl said, believing the majority of topics had been addressed.

"I don't believe so, no. Here is my number if you need discuss anymore... So youndon't have to go through any political lines." He spoke, holding out a card, Kaern standing up to take it then.

"Very good." Kae'Tl said shaking the Governor's hand before walking out of the room with Kaern. The pair returned to the ship, the time unguarded.

While in the elevator together,"Negotiations are strange.. Even more than that, that I be the one handling them..." She said thinking of how no one had died on this mission, she hadn't even needed to hit anything for that matter."Anyway, I suppose we'd call that a win?" She said as they exited the elevator en route to the ship.
