If there was one thing the previous administration did correctly it was striking a trade pact with this world, Simbarc. But as usual they didn't go far enough and just let it at that. But the Sith are here to do just that, go all the way and pursue the planet's incorporation into the Empire diplomatically. Sure, the Sith could probably conquer it without much problems, but that would be a waste and could cause damage. Diplomatically is the best approach

Arcturus and his company would be in a private room in the main casino. The place is kind of like the city Canto Bight, large focus on casinos but these are more unknown and there is more flashier. Even in the private room they are in, they can still hear electronic music from the casino floor. Speaking of Arcturus' company, they are both pretty interesting. First Vahliri Kahtal who successfully spearheaded the invasion of New Alderaan. With our her effort Arcturus wouldn't be Governor. Then lastly Raith Tarkin, a descendant of Grand Moff Tarkin? Maybe a member of the extended family? Either way, very interesting.

While waiting, Arcturus at the table, leaning back in his seat waiting for negotiations to begin, he would look towards Vahliri "Champion Vahliri, I never did get a chance to personally thank you for your effort in capturing New Alderaan. A great victory for the Sith." A great victory indeed. A few moments later, the Governor would then look towards Raith. "So a Tarkin?" The name Tarkin can bring to mind two big things. A brilliant political/military mind, or the destruction of a whole planet. The orginal Alderaan.

"I'm flattered to be accompanied by both of you." he said. His company isn't lacking that's for sure.

Arcturus would check his chrono, the planet's representative should be around any time.

The irony was not lost on Tarkin that one of his first missions after being promoted to the Imperial Peacekeepers was being to represent 'New' Alderaan. Raith had made the transfer from the ordinary Sith Order to the Imperial Security Bureau just after New Alderaan was invaded, and he confessed to being most interested to see the planet whose settlement was partially the responsibility of his ancestor.

He wore not the trappings of a Sith today. Just the pressed uniform and rank plate, accompanied by various code cylinders, that he wore to most missions of this variety. It made sense that he was being sent here, the irony aside. What planet was in most need of loyalty checks than the newest to the Imperial fold? But he was also here to watch the new governor. To ensure the transition was not used as a moment to further his political ambitions more than the Empress desired.

"Yes, the irony is not lost on me, Governor," Tarkin replied flatly. "Rest assured that I am not in possession of the same destructive capabilities as my ancestor. You will not be required to locate a 'New' New Alderaan." Dry humor was another familial trait Raith had inherited, and he employed it on occasions, mostly to put those around him at ease. "I wouldn't want to put our Champion's work to waste." He nodded to Vahl.

And then he resumed his wait. Tarkin was big on punctuality. The tone of his role in the meetings to come would be wholly decided by how punctual their counterparts were. @The Good Doctor @Altaris

It was no secret that Vahliri had taken a vested interest in New Alderaan as of late. The half-Annfyn had personally spearheaded the invasion that ended in the planet’s annexation, and had since dedicated additional time and resources into ensuring that it stayed under Imperial control. One only needed to look to Dantooine to understand the inherent risk of neglecting newly-conquered worlds.

Naturally, the half-Annfyn had thus taken a vested interest in further expanding that sphere of influence - branching out from New Alderaan and turning her sights to the nearby planet of Simbarc. While some might’ve seen conquest as the most obvious methodology, the half-Annfyn hoped the most diplomatic approach would successfully achieve the same results.

Stepping into the private room with her fellow Sith, Vahliri idly ran her hand across the front of her skirt - smoothing down the fabric as she walked. She wore a form-fitted crimson gown that left her shoulders exposed, accompanied by matching bracelets and earrings studded with ruby gemstones. Her black hair was styled loosely with a few braids and left to cascade down her shoulders, while the air around her was lightly scented with her signature perfume.

Taking her seat, Vahliri glanced up to Arcturus. "You are too kind," She said, offering the newly-appointed Governor a small tilt of her head and smile. “I trust New Alderaan shall prosper under the Imperial banner, and with you as its Governor.” Her gaze then flicked over to Raith, similarly acknowledging the man with a respectful nod of her head. “It would certainly be a waste,” She remarked in response to his comment about her work.

For the moment, Vahliri merely reclined a bit in her chair - rhythmically drumming her painted nails against the polished, wooden surface of the table where they were sitting.

Arcturus would smirk and nod back in approval of his company. It's time now, the door to the private room would open and then shut. To those sitting down it would look like nobody walked in, but the Simbarc representation did indeed make their entrance. The diminutive, well-dressed alien with the monocle would then climb on the seats on the other side that are vacant before climbing on the top table himself. That's how he does negotiations, he is too short to sit and standing in the seats isn't tall enough for him.

"Well hello there!" the alien would giggle "It is a fiiiiiiiiiiiiiiiiiine pleasure to have you all on our world! Did ya'll have a chance to try out the casinos? They are indeed fair" he started out with. "Ya'll can call me Retrih. It's nice meeting you all here. And congratulations on your victory over New Alderaan." It was immediately apparent that the Retrih didn't mind that the Sith conqueror New Alderaan and was excited to meet with the Sith. "Is our current trade deal with New Alderaan still a thing, or are you here to..."

"Yes we are to discuss it. The old administration of New Alderaan was weak, inept, incompetent, and now they are gone. We've supplanted them. We are here to offer a new deal for you." Arcturus would look upon the alien with his golden eyes.

Arcturus would form a pyramid with his hands while leaning back in his seat. "My offer is this, Simbarc joins the Sith Empire. Simbarc will benefit from our protection of our fleets and armies. We will continue to trade resources, your ores and minerals in exchange for what you are lacking. As you know, the Sith Empire's military forces are unrivaled by it's enemies. Our Empire is vast and has a wide variety and great amount of resources. Otherwise, Simbarc can continue as it is, as long as the empire gets the minerals, you will enjoy trade with us and our protection. You can continue to self-govern at a local level, you can still have the casinos and your mining companies can continue on as usual."

Retrih's eyes widened in excitement, you could tell he was just about ready to take the deal in a heartbeat. It was really transparent, but the little one had to restrain himself. "Very tempting. Very tempting indeed. Just some things first." Here comes the first "First, this is a mining planet as much as it is a tourist one. I'd hate to say it, but the Sith really don't have the cleanest reputation aboard. What if we lose traffic if we are seen as supporting Sith? That might muddle our casinos profits big time. What assurances do our casinos have? " Basically, he's asking for assurances that casinos won't lose money or if it can be off set in some way. If the casino owners get unhappy.. that could be problematic.

Tarkin held an even, flat expression for diplomacy's sake; but internally, he was rolling his eyes. One thing that could be said about the Jedi Order: their propaganda was effective. The Empire was constantly beating off rumors and conjecture spun by the Grand Master. Her words had plagued the last administration to rule the Republic, and now they were having to deal with them again. But Tarkin was prepared for this line of questions. Countering disinformation was a speciality of someone whose job it was to ensure internal loyalty.

"Representative, Lieutenant Raith Tarkin," he began, introducing himself. "With respect, the Empire has one of the highest populations in the galaxy. Trillions call our borders home. And if that alone does not impress you, consider this. Despite Jedi lies and propaganda, the Empire is on good standing with almost every major power in the galaxy." Of course, their relationship with the Consortium lately was strained thanks to the foolishness of one agent, whom would be dealt with in enough time. "We have recently put aside our debacle with the Republic. We have had a long-standing peace with the Consortium; and we are one of the few governments who have not actively been at war with the galaxy's criminal cartels. Our war with the Alliance is unfortunate, but I believe the galaxy is intelligent enough to see that we have given them ample opportunities to abandon the venomous Jedi Order."

He didn't both giving examples of the recent incident the Order perpetrated on Kashyyyk, nor did he remind the representative that Grand Master Voran was caught red-handed using the Force to manipulate the last Chancellor of the Republic in her favor. These were well known incidents by now and had long soured public moods towards the Jedi Order. Someone at this representative's station and level would know all about them.

"Put another way, your tourism industry would not suffer," Tarkin concluded. "The Empire would not sabotage such a critical economic sector. If anything, you would find your funding increased. Our last Empress endeavored to show the galaxy that we are not the monsters the Jedi lie and say that we are; and I've seen no indication that our new Empress intends to take any other route." @The Good Doctor @Altaris

Vahliri gave a simple nod towards both of her companions, allowing her amber gaze to linger on them for only a moment longer. Her keen ears picked up on the sound of footsteps - albeit rather light ones - just beyond the door, and the half-Annfyn almost instinctively ran a hand through her dark hair - crossing her legs and proceeding to fold her hands together neatly in her lap. A pleasant smile traced her features as the representative swaggered into the room, and the expression didn’t twist or sour throughout the entire exchange with the other two Sith.

The half-Annfyn finally leaned forward a bit, intent on adding her voice to the conversation. She regarded the smaller man for but a moment, a charming smile spreading across her lips. “Champion Vahliri Kahtal, it’s a pleasure.” She said in smooth introduction, her voice tinged ever-so-slightly in that Induparan accent. “I understand your concerns, Retrith. But rest assured, your constituents have nothing to fear in regards to loss of traffic,” She said with a faint shrug of her shoulders. “As my colleague here has pointed out,” Vahliri lightly gestured a hand towards Raith, “The Empire maintains cordial relations with the vast majority of the Galaxy. Open diplomatic and trade relations with the Consortium and Republic both,” Vast swathes of the Rim and Colonies, and the entirety of the wealthy Core. “Alongside countless other neutral, independent star systems.”

“Our war is with the Jedi and the few remaining planets that would support them.”
She said with a faint gesture of our hand. “Under the Empire, Simbarc’s casinos would continue to flourish.”

“Furthermore, the Empire would not simply maintain the status quo - but would pump further investments into the mining industry here on Simbarc. You need look only so far as Kril’dor to see such policies in action.”
The annexation of that planet had been front-and-center on the HoloNet some weeks ago, and it was no secret that Kril’Dor has prospered since joining the Empire. Piracy had dropped off significantly, production had increased, and it alone had helped put an end to the Imperial fuel shortage.

“Investment into new equipment and refineries. A ready-and-able workforce from across the Empire,” She listed off, “All the resources that the people of Simbarc would need to revolutionize the operation here. And in return, the fruits of these investments will be traded exclusively with the Empire.” Vahliri leaned back a bit, drumming her fingernails against the table.

“Exclusive contracts with the Imperial navy would be opened to the factories here in Simbarc, in exchange for cutting off all trade with the FWA and our competitors.” The half-Annfyn wanted complete and total control over the resources flowing out of Simbarc, and the offer she was providing wasn’t one that the man would be able to turn his nose up at. The Imperial war-machine was hungry, and the demand for raw materials to fuel the constant expansion of their fleet had only increased in the preceding months. It was, to put it mildly, a lucrative opportunity for anyone in the mining business.

“Additionally, as a member planet of the Empire, you would have the protection of Imperial Armed Forces - both on the ground and in orbit - to ensure that your operations are allowed to thrive without threat piracy or the Syndicates. An assurance to the rest of the Galaxy that Simbarc is a haven of peace and security in which to do business.”

The small alien was pleased, all the concerned he had voiced were readily addressed in a professional manner, everyone could tell that he was most pleased. Most pleased indeed. He would then put a grin on his face. "That takes care of everything then" the alien would clap. With a pause he he would flash a cocky smirk "Well then, I must say I'm impressed with what the Sith have to offer. This deal couldn't be more better, couldn't get a better deal than with those Jedi or Free Worlds people. Hah!" he would have a chuckle and then snort. "Without further to do..." the alien would extend his hand to the governor for a handshake. "On behalf of Simbarc, I hereby..."

Then the shockwave of an explosion would shake the room, and then alarms would ring in the place. "Wait, what's going on?" the alien would pull out a mini-sized hologram projector. Answering the message "There has been a breach in the casinos vault, intruders have gotten into the vault, gotten their hands a ton of credits worth of stuff, and are attempting to escape. Security isn't able to get to them."

The small alien was looking panicked, because he had stuff in the vault himself. This would be bad if the robbers got away... but a lightbulb turned on in his head. He would turn around to the Sith delegation. He would speak to them quickly in a panicked voice. "Can you deal with those intruders?" in the private room, there would be footage of a sizable gang of criminals that have armor and rifles, and then there would be one of them that's pushing a repuslorlift cart with a large metal crate on it. They would be on the main casino floor just down the hallway from the private room they are in.

The Governor was annoyed with this development, but unfortunately, they are promising security so he feels obligated to deal with that problem. He would gaze over at Tarkin and Kahtal, they might be annoyed too. "We will dispatch them." Without further to do, Arcturus would get out of his seat and exit the room, he can see blaster bolts fly in varying directions and saw the shadows of fast moving people.

Tarkin's sigh was covered up by the roar of blaster fire. Despite the sudden violence, the expression he wore was of utter disinterest. Insurgents were hardly a problem for the Sith. As he rose from his own seat to join the governor, his mind fell deep into the dark places of the Force, the air crackling with frigid coldness around him.

He drew his weapon, igniting its red blade in time to deflect a few stray bolts harmlessly into the ceiling above him. "It would seem," he said, deflecting another bolt. "That this planet is more in need of the Empire than previously thought. These ruffians would have never made it passed the perimeter gates had Imperial troops been patrolling outside."

Spotting an opportunity, Tarkin stretched out his free hand towards a card dealing table. Its weight was hefty, but in the Force, such things were trivial at best. He pushed the table with his mind, causing it to scrap across the expensive carpet and slam into two ruffians running by it, pinning them against the adjacent wall. Then, with but a glance and a sideways snap of his neck, Tarkin broke their necks through the Force.

But they were only two. There were much more ruffians pouring inside. "Your instructions, Governor?" he asked Alkaios. "There is likely to be extensive property damage if this continues much longer." @The Good Doctor @Altaris
