Hutt Cartel Bounty Sign-Ups

Are non-Cartel independent bounty hunters able to sign up for Hutt Bounties? This question extends to Imperials and Indie Factions as well, since Jedi and Rebels are in hiding.

You're allowed to make them up if I'm not mistaken. I have made one up on one occasion, I think. Probably. But I don't see how it'd be against the rules anyway.
