The Galactic Alliance Intelligence Agency was created as a preemptive measure against foreign hostility. It was originally intended to be a "first warning" system, but over time it evolved into something more. The Chief of State took an active interest in the workings of the GAIA, devoting more resources than ever into training and technology, allowing the agency to flourish. Its usefulness became evident when trainers were brought in to teach operatives what they needed to work with. Before the Chief of State took an active interest in the agency, there were only two or three trainers, leaving them with large classes of students. They had to standardize their training regiment to fit the majority rather than helping the individual advance. But with the added resources devoted to the agency, enough trainers were brought in that each would have only a handful of students, personalizing the training regiment.

Control of the agency was passed into the hands of the Alliance High Commander out of practicality. On the one hand, it allowed the Chief of State to actively control the GAIA, while on the other it gave the GAIA military jurisdiction.
