NAIM. They are everyone. They are everywhere.
Since the change in Jedi leadership, Grandmaster AbdAas Oriatius agreed to, as ex-Imperial Knight Zsaekriel Dtoahfre'Vuun's last effort for security as acting Offensive Battle Master, discharge the Harlequin Bureau and instate a new and less forced version of intelligence. Operatives range from army dogs, honorably discharged in record only, and relocated to specific sites necessary to the war effort, to everyday people who see and hear things that can be annonymously reported. The biggest change in Galactic Alliance intelligence running is in its availability to hear any possible lead and already have assets in place, around the galaxy, to confirm the claim. Any and all assets are the most unpredictable of sorts, since they can be anyone in the general public. None are told any information, but what they already know; and thus none know of the other, and therefore no information is shared and pieced together to see the larger picture or even what they have seen. And if it is, it is far too late.

NAIM works on several levels; militarily, governmentally, and publicly. Though the Grandmaster oversees all projects, and works with fellow leaders, NAIM is lead by the current Offensive Battle Master. Though this network of intelligence is maintained and fed by the general populace, and even acted upon by local authorities or unions, the Offensive Battle Master has in his means a special military unit: STROST. These are the select, the best of the best; chosen before reaching high rank to remain as inconspicuous as such a team of six can.
The Jedi Council has thus agreed, without record of the classified discussion, to secretly and specifically, in addition to the general populace and working network of the galaxy-wide intelligence system, establish an underground intelligence for infultrating, and in some cases nearly replacing, the general populace and their technologies in key locations. Concentrated planets included in this agenda are (in order of intensity): Teth, Tatooine, Coruscant, Gamorr, and Malestare.
