The GAIA is a branch of the military created to run covert missions (spying, sabotage, assassination, ect.) during war time. To maintain power over the office, the Chief of State gave direct control of the GAIA to the Alliance High Commander. The director of the GAIA reports directly to the High Commander, making the High Commander the de facto leader of the GAIA. To continue operating outside of war time, it was instated that the GAIA works in matters directly in relation to defense. The GAIA is used to gather intelligence on potentially hostile factions, putting resources into preventing threats to national security from popping up at all.

The GAIA has two main branches: field operations and intelligence analysts. The former of the two deals in affairs pertaining to gathering intelligence and responding to security threats. Infiltration, deception, and persuasion are all necessities for a field agent, along with being prepared for the worst in any given situation. Field agents need to act covertly, blend into the crowd, and do their best to attract as little attention as possible. During war time their missions include sabotage, intelligence gathering, and assassination. People suited to heavy combat roles are generally not accepted into the ranks of the GAIA field operatives. Versatility is valued above specialization.

The latter of the branches deal in analyzing information and guiding field operatives through missions. Intelligence analysts will often be assigned a field operative. That operative's life is in the hands of his or her analyst. An analyst has to be able to procure maps of an area to determine the way in to an objective and several outs. In addition to that, an analyst is responsible for briefing and debriefing his or her operative. Security reports, along with expected resistance should be part of these briefings.

Outside of war time, a field operative's job is to infiltrate other factions and determine whether or not one is a threat to the Alliance. Once more, an analyst will be guiding the operative throughout the mission. However, analysts also will be tasked with putting together reports for the Chief of State and Congress on other factions. In addition, they will be tasked with using this information to help Congress make informed decisions about foreign relations, sometimes converging on a micro level to deal with people in Alliance territories.
