Don’t frown. “Queen Mother…not Senator.” She politely corrected both Aezz and Victoria. “I promise there is a difference.” Charlotte laughed slightly. Be charming, disarming, and delightful. They did not need to know the breadth of that difference. She doubted the Wookie had gained his seat by driving a sword through his predecessor’s heart. Charlotte was crowned while drenched in blood. The Consortium governed in a unique manner. “We would agree with such a Council to allow us to act more quickly and with greater unity.” Consolidating power in a smaller Council was a step towards further consolidation. Strength from the front.

Charlotte clicked her tongue again. “We must not remain so single minded…allow me to demonstrate.” The holo images of the Queen Mother shifted to first show Commenor and then Governor Lucka standing smiling behind her. “Commenor long stood with the New Republic but found themselves unconsidered by the Core. They have graciously accepted our invitation to join the Hapes Consortium. This is how we recover what the war has taken. Commenor is powerful ally with a long history of martial strength.” Her smile grew wider. “I agree we should seek a ceasefire. I agree we should take no overt military action again the Sith. That should not stop us from other avenues…both violent and not.” The Hapan shrugged.

“We have been too narrow minded. We must seek other avenues.”
Charlotte could not think of a time since the Free Worlds had voluntarily gained a member. There were years of recovering worlds conquered by the Sith but little in the way of expansion. This would hopefully shock them into action.

It wasn't very likely for Celeste to be the one holding back for a moment, but it felt right to oberserve for a moment. She attentively listened to what the others were discussing, still quite wary of the Queen Mother and Senator, or as he often prepared to call himself, Lord Mordo. From the outside, it did appear like she was simply listening and assessing their statements, yet on the inside there was a lot going on. She had grown rather close to Victoria after what happened on Ruusan and just as close to Aezzairrfhowrrhudrrl, now that he had looked after her so kindly. She also considered the Trandoshan a close ally, but he was in for the ships she was producing and the deal they had negotiated and not for such a friendship, therefore was merely functional because of that for now.

Charlotte's unnecessary correction made Celeste flick her gaze back onto the Queen Mother, but she still resisted the temptation of rolling her eyes. "Good. Then to conclude, it seems like we would all agree with nine chairs in the Executive Council. Perfect" she began, her tone delighted as she was indeed happy that they all agreed on one thing. As for the other subjects, the discussions were indeed more complicated. "Momentarily I'm in charge of them, Queen Mother" she informed the blonde (@Valen Pelora) with the fake smile in regard to the fleet as it was still being produced right now, her own smile just as friendly and yet there was this fiery, determined glint in her eyes. "I think we are all pleased that the Harpan Consortium seems to flourish like you have mentioned it. I also wish to congratulate you for Commenor. It seems like you have been very...convincing", she then added with a sweet smile, assuming that the Queen Mother was indeed quite similar to herself. She, too, seemed to be excellent with words and she had managed to win Commenor diplomatically over, so that was surely proving her skills. She would definitely keep an eye on her and her doings though, hoping that they shared a common interest after all, because one thing that already strongly displeased her was the Queen Mother's attitude towards violence.

This was, however, not the most pressing matter right now, and so she glanced back at Aezzairrfhowrrhudrrl (@SlagathorTheUnknown) who was still seated next to her. "The Senator of Kashyyyk has a point, just like Senator Winterblaze (@Xorism). We should immediately start giving peace negotiations with the Empire a chance and aim for a temporary truce. We need to focus our attention onto the Killiks and hope that our planets and systems remain unaffected. I would also propose to help systems under attack that are not in our sphere of influence. If our planets can spare some firepower and humanitarian aid, we should not hesitate to send them in. The Killiks are a threat to all of us and this is just the right time to win over more powerful allies while protecting the innocent" she went on, her voice soft yet determined as she let her gaze wander across the other attendees. Charlotte's cruel idea of the destabilization still echoed through her head, but she paid it no attention right now. The FWA would refrain from using violent measures and focus on something different instead. "There was another important thing on my mind: The Queen Mother has showed us how it can be done. I say we could all reach out to our neighboring worlds and open diplomatic discussion, because we can easily expand our galactical influence further and strengthening our government if we find more systems to join us". They still had a few subjects to cover in their meeting, but the thought she had just shared was also essential. For the building of the fleet they needed even more resources and the more planets joined their alliance, the easier and faster they could arrange more mutually beneficial trade agreements.

Aezzairrfhowrrhudrrl refrained himself from rolling his eyes as Charlotte insisted on them using her personal title in the context of a FWA senate meeting. The FWA was filled with Dukes, Duchesses, Chieftains, and Presidents, and even if there was only one Queen Mother, he recognized her remark for what it was; a power play. In a social context he would gladly use whatever title Charlotte wanted, but not on a public stage like this, where all FWA worlds were given a voice regardless of the standing of their personal titles. "There is a difference, yes" he addressed her, acknowledging her claim with a respectful incline of his head (@Valen Pelora), "and, FWA senate meetings have the precedent of referring to other representatives using the honorary, 'Senator'."

But that was a discussion that could be had another day. "I would like to call for a vote then; to allow the FWA seek a cease-fire with the Sith Empire until such time the Kiliks have been vanquished. In doing so, the FWA will not cede any territory or sovereignty in negotiations with the Empire." He wouldn't put it past the Sith to have orchestrated the whole kilik attack; it hadn't escaped his attention that they'd not even sent a Councilor or Lord to the negotiations. The FWA would have to move carefully in their negotiations.

The Wookiee looked around the room; how ironic that he was the one officially calling for a vote on this after so many years resisting the Sith. "All in favor?"

Victoria leaned forward into her seat as the first motion came up for a vote, perhaps the most important one, to her at least. She appreciated the prompt vote as there was no sense in further delay, after Aezz spoke Victoria added, "Aye" before muting herself again in the holo.

Today might be a long one in the office.

Sigh. Violence was such an easy answer…always crackling at the ends of her fingertips. Andruil should have finished the job on Kashyyyk when she had the chance. Disappointing. The Free Worlds had floundered about for years as the Sith systematically pulled them apart. They survived only because the Jedi enjoyed dying in their name. Idiots one and all. Here they had the gall to correct her. Oh yes, she would enjoy herself when the time came. It simply rested on waiting for that time. For now, she put democracy into action. “Aye.” She leaned back in her throne.

Celeste appreciated that Aezzairrfhowrrhudrrl was taking the lead in its hand and that he began to move the conversation forward again by asking for the first official vote of their meeting. "Aye" she joined in, the smile on her lips reappearing as it seemed like the majority was agreeing. It was definitely a step in the right direction and she was pretty sure the Empire would agree to that for now.

They had verbally agreed with the idea of an Executive Council as well, yet this vote was yet to come, but she was confident that the representatives would vote in favor of that matter too. The follow up question, however, would be who would end up in that elected council first....

With an Executive Council, they would have much more possibilities to act as the alliance they were, passing laws and regulations faster and perhaps even having an easier game when it came to peace negotiations with the other factions. Her eyes were now gliding over to Senator Rrodossk (@Olwin), hoping that he would vote in favor of that endeavor as well, so that they could move on to the next item on their agenda.

The Trandoshan slowly leaned forward, a soft grumble coming from his gullet. He was thinking. He knew that this would be a troublesome idea, his stomach told him that. Every Bounty Hunter knows that they should follow their gut, and Rrodossk knew something was up. Something was not right with this idea. Someone here would use it to their advantage. He decided to suppress this ides for now, keeping it to himself until the time was right.

Slowly, he extended his arm and closed his fist. His thumb slowly rose, a vote for yes being cast. Now it was time to see what this Mother Queen would do with this success...

Aezzairrfhowrrhudrrl watches as the votes rolled in, comfortably passing but not without its share of "Nay's". Although the vote itself felt significant, the FWA hadn't actually come to peace with the Sith Empire yet; they'd just taken a step forward in doing so by voting to proceed with peace negotiations. Next came a harder sell- the formation of an Executive Council. There had been good discussion on it prior to the vote for peace negotiations, but there were still details to be ironed out.

"Is there any further discussion to be had on the Executive Council?" he asked. "Or is everyone in favor of creating a 9-member Executive Council, to be elected next session?" He expected fierce campaigning in the future from those with an interest in serving in that capacity. "This council would be charged with overseeing the security and wellbeing of the FWA, as directed by the greater FWA Senate."

After the first vote was concluded, she leaned back and glanced over to Aezzairrfhowrrhudrrl. "Aye. It's a great idea to elect the Executive Council next session" she then replied with a smile. The election could become quite interesting...after all they had many planets within their sphere of influence and she was certain many representatives would want to join.

Rrodossk retracted his arm, as this was not some cease fire. This was potentially a game changing move, yet he understood that this was potentially the greatest and worst decision for the FWA. There were power hungry tyrants that filled their ranks, even through holograms Rrodossk could smell them. Yet this was a way to gain strength. So... he had to do it. One word escaped his lips that would seal their fate.

Victoria expected that the election would be quite the spectacle, there were easily several candidates lined up in their heads, although the details of how they would be chosen would still have to be worked out. Still, this was progress and as such it was an easy "Aye" from the Gannarian senator.

Now the topic of the Sector Rangers and fleet building were likely to come up shortly, both interesting and important discussions, but she wasn't entirely sure how she could help with these areas. Calmly, she waited for the remaining votes to be cast before they continued.

Aezzairrfhowrrhudrrl breathed out a sigh of an emotion that he couldn't quite name in the moment as the motion passed. Relief wasn't the right word; perhaps 'apprehension' was more accurate? The FWA had just voted to loosely centralize; a step that would not be without its consequences, yet the Wookiee couldn't help but feel forced into their current course of action. He was aware that there were those in the FWA who would've supported even more centralization of power, while others had questioned if the lines between the FWA and the ISC were being blurred by this move- and why stay in the Free World's Alliance if they were nothing but a poor man's ISC?

All these thoughts and more were whirling in the Wookiee's head, but now was not the time to deal with them. This was an Emergency Meeting, and there were other topics to consider. "Elections for the nine Executive Council seats will be held next scheduled session" he announced, once the clamor had died down. The Wookiee expected fierce campaigning in the meantime.

Time to open the floor up to other concerns; usually, Emergency meetings only considered one or two agenda items, but this was an Extra Special Session. "We now move to the topic of the Kilik's emergence. How should we respond to the events on Ruusan?"

Oh the campaigning for the seats would surely be something. She was 100% sure that the Queen Mother would go for a chair, but Celeste had her own ambitions too. She wouldn't let individuals get too powerful and it seemed like the Queen Mother already possessed quite a bit of a share of power with her Hapan Consortium, so she would surely keep an eye on her.

She was also sure that Aezzairrfhowrrhudrrl would definitely be elected as the Wookie grandpa had made himself quite a name in the political scene and she also admired how professionally he led the current senate. He had so many years of experience that he was definitely a great fit and she surely trusted him anyway.

When Aezz announced the next topic she leaned forward herself, her gaze quickly wandering across all the more or less familiar faces. "A few of us had been on Ruusan and what we had experienced there was terrible. I'd suggest that every planet with a strong scientific research sector, preferably specialized in biology and chemistry, perhaps even in genetics, should start investigating. I'll send research teams forward as well, but we should not do this on our own. If we want to stop them, the best idea is too work together with the other factions" a risky last suggestion and she already expected some opposing voices, but Celeste was convinced this was the right way after all. "Additionally, we should all be ready. Their emergence had been quick and unexpected and I expect invasions sooner or later. We should all be on our guard" a dark thought, yet they all had to be warned. The Killiks wanted to take over more and more minds, power-hungry and unrelentless in their pursuits so it was just a question of time until they would strike again.

The Trandoshan had been quiet this meeting, as he was brewing something in his head. He had to be careful with how he worded it or else it would be his head on a spike...

"I sssuggessst we reform the Rangersss into a defensssive unit," his gravely voice spoke, "asss they would be a ussseful addition to our causess. They are already peacekeepersss, why not ussse them to as an elite infantry organization to help keep our ssspace ssafe not only from crime but from the Kilik invasssion?" He would pause to let the idea sink in, hopefully gathering some curiosity instead of downright abhorrence to the idea. This would be a good way of getting a defensive army in place.

"Many of thesssse Rangersss already are far better sssoldiersss than any civilian army can produce in time, ssso we can ussse them assss a ssstopgap. Until we get droidsss and trained infantry to defend our planetsss, we use this force we already have. Once these elementsss are introduced, we turn them into guerrilla infantry. Ssstriking at crucial sssupply linesss or behind enemy linesss to secure our saftey." His back was straight and his clawed hands moved as he spoke. It was clear this was not a new idea he was just throwing out, in fact he stewed on it long before he even left the supprise assault. He had a passion behind his speech, one of sheer fire and confidence. It was clear he would not let this idea without a fight.

Charlotte was getting bored. Perhaps this was why she perfect absolute rule. No long meeting in which she was forced to pay attention. Her holographic eyes moved to Mordo who had become suspiciously quiet. Sigh. “I agree with must be ready and offer our support to the rest of the galaxy. If Ruusan made anything clear it is that no single government can hope to defeat them alone.” Even that had barely been enough. “We will put the Royal Fleets and Armies on high alert. They will be ready to mobilize when required.” The commands were already being carried out.

“My operatives have warned of missing government officials on Thyferra. A concern sign to say the least.” Her gaze wondering to something off screen. The preparations for departure. “I am preparing to make my way there now with an advance fleet. If the ISC fights alone, we may all find ourselves without bacta. I do not need to say how that would end and I can only hope we are overreacting.” Charlotte drummed her fingers on the throne again. “I suggest we all start making preparations for war on a truly galactic scale and appoint someone…” This time she very much did not mean herself. “To suggest a cease fire with the Sith.” She clicked her tongue.

“I hate to ruin a good meeting, but the longer we deliberate here. The less action we are taking.” She eyed the room again. “Senator Stythani was one of them. I would nominate her to speak with the Empress.” And hopefully that would be the end of it.

Victoria listened carefully to the different opinions that had been offered by the assembled senators and found herself agreeing with them for the most part. The events on Ruusan had been dramatic and chaotic, but through a general sense of survival, it seemed that even the Sith and Jedi were able to set aside their strong differences to ensure a mutually benefiting outcome.

Celeste may have been a Sith once, but Victoria felt a debt of gratitude towards the woman for her help during the escape, and if the heroine was willing to face the Sith once more, she would support her. However, life wasn't always that simple, and Victoria felt a little guilty considering the injuries that Celeste had sustained during the chaos. She had put on a tough face, but it just didn't feel right to throw her back to the wolves so soon.

Speaking up, while trying to restrain her nerves, she spoke. "Senator Stythani has my full confidence for this mission, but I worry to put too much strain upon her after recent events. I would therefore move to go in her stead to negotiate with the Sith, with this body's approval."

The motion suggested by senator Rrodossk was a sound one, with the interest in the galactic senate to entirely disband the organisation, it made sense that they were merged into the FWA for multiple reasons. Firstly, they were experienced soldiers and law men, which their policing ability would still be needed in the less consolidated territories. Secondly, they could serve as an important stop-gap measure until the FWA was able to properly defend itself against any enemies that put themselves against it.

"Ruusan painted a bloody lesson on how a strong fleet is necessary to deal with the Killik threat, perhaps even greater than our ability to provide. Therefore, it is important that we maintain relations with our galactic neighbours and offer assistance where we reasonably can. We must continue our efforts to build FWA fleets in the aftermath of Ruusan, something of which we will all contribute toward, I am sure."

A short pause to separate events, she continued, "But in that regard do also support integrating the Sector Rangers within the confines of the FWA sphere. They are still an asset that we would be silly to throw away, and with time and effort perhaps they could play a more important role in defending our space. I would suggest we vote to offer the Sector Rangers a home within the FWA and let their leadership decide - it would be antithetical to our values to force them to join, after all."

Aezzairrfhowrrhudrrl hadn't heard anything he disliked, especially as he listened to the arguments that Senator Winterblaze put forth. "The idea to offer a home to the Sector Rangers is a wise one" he said, agreeing with the idea to continue the program; something he was glad that other Senators appeared to support. As for the specifics, he mostly agreed with Rrodossk on this idea. "Although they are not an army, we could use them to help patrol our vital trade routes, which would free up our fleets to do their duties. With some investment and support they could become more militarized, but I think it's important to remember the services that they provide need to go beyond wartime." The Wookiee signaled his support to include the Sector Rangers as FWA assets; certainly, they could be useful in many areas.

The topic of negotiation with the Sith was a different beast; despite the Queen Mother's desire to wrap up the meeting forthwith (a desire that Aezzairrfhowrrhudrrl shared), the Wookiee found himself agreeing with Senator Winterblaze's suggestion. Celeste had nearly been crushed by a wall, and besides; it probably wouldn't be a good look for the FWA to entrust a former Sith with negotiations with the Sith Empire. No matter how much he trusted Celeste, he knew that there were some in the FWA who hadn't gotten to know her like he had.

Briefly, the Wookiee ran through the other options. Rrodossk looked to need medical attention. Charlotte was preparing to defend Thyferra. And Mordo? Mordo was his own thing. Finally, there was himself, but deep in his heart Aezzairrfhowrrhudrrl knew that he wasn't capable of the delicate task of negotiating with the Sith; not after what they'd done to his planet.

It was a tall ask for a young Senator, but one didn't become the Senator of Gannaria at such a young age by accident. That Victoria had handled herself well both in larger meetings and in this FWA Senate only bolstered her case, and even if she didn't have the history of some of the other senators in the room, she did seem to have a firm grasp of exactly what was at stake.

"I agree with Senator Winterblaze" he said, the slightest shift in his weight towards Celeste and a slow exhale betraying a sense of apology that might only be apparent to her. "And support her nomination to negotiate with the Sith Empire on behalf of the FWA."

Hisss voice isss my voice, he hasss represented for me before and he shall do ssso here, asss long asss the negotiationsss are not dealt sssoon. But I too agree to sssuport her nomination." Rrodossk's raspy voice replied as soon as he heard the Wookie finish. He wanted to give his son a chance to shine, to make his son's own points tally grow. If his son was to take his place, he needed to make sure his son was seen as a great leader.

He out his arm out in a fist to show his support, the traditional voting method of the Dosh not verbal but more metaphorical such as an arm extended. His eyes looked around the group, the cold lizard eyes examining the other's faces to gage their reaction to offering his son to join. Now he had to see how popular this would be...
