DESCRIPTION
The venerable design of the EF70 Nebulon Bulk Freighter was designed hundreds of years before the Clone Wars by Kuat Drive Yards, and was designed as a rather lithe and yet still practical bulk cruiser. It was roughly 325 meters in length, and carried 5 fore turbolaser turrets for anti asteroid defense along side 5 medium laser turrets for anti-ship weaponry. It also boasted the ability to carry up to 900 passengers, which made it quite reliable as both transportation and a bulk freighter at the same time. This design, when it first was being produced, was quite a standard craft. It was not very well armed because war was not seen as a major concern, and most pirates were at least able to be scared away from these vessels by a few well placed shots. That at least was the theory, as many of these ships throughout its lifespan have either been boarded and hijacked or destroyed by these pirates. This does not mean the line was a complete failure, as they were mostly intended for convoy work. They excel in a military role, where they make up the backbone of the logistics and many of them at once are protected by a flotilla of craft.
This design was seen as a modest success for Kuat, and so for a few hundred years the Nebulon saw production. This has led to minor cosmetic and internal refinements, where many of the later end ships even have areas where it seemed designers may have wanted to add new turrets to but they just never ended up in production. After these few hundred years, the Nebulon was quietly phased out for newer craft as the need for such an awkward and unorthodox design seemed to wane in favor of more common and traditional bulk freighters. This does not mean it is no longer seen, as it still is a somewhat uncommon yet usual occurrence to see in the hands of privateers, civilian contractors, and even some larger militaries.
LEGALITY
Restricted. Nebulon frigates are classified as capital ships under Galactic law, and possess heavy weapons. As such, civilian owners will require extra licensing to operate one legally, and will receive increased scrutiny by authorities. INTENT

Yes. Nebulon bulk freighters are large craft, therefore these that cannot be owned or operated by individual characters. A faction would be required to obtain and crew a ship of this size.
