The difference between active and cold vehicles is that active vehicles are ready for immediate use, and require no assembly, whereas cold vehicles are disassembled, and require engineer units of varying size to construct it. This process is not practical for immediate deployments as it can take up to 3 hours to finish reconstructing it, depending on the vehicle size; though it is often useful for transporting ships, or fortifying an already taken location.

The other main difference is that active vehicles require storage in a hangar, whereas cold vehicles can be stored in crates in a cargo hold. Vehicles stored in a cargo hold take up room equivalent to their mass, however vehicles in a hanger require additional room for various extra equipment.
