However noble the intentions of a resistance group might be, there comes a point when they realize that idealism can only take them so far. That is why the Rebellion established the Civilian Resistance, a loose collection of individuals affiliated with the criminal underworld who are willing to break even the most sacred of rules in order to accomplish the objectives necessary for a rebellion to survive. These are smugglers, mercenaries, bounty hunters, pirates, and any other civilian from the underworld who is willing to work for the Rebellion. They are the key to the underworld.

These criminals may be kin to the scum and villainy one could find in the back alleys of Tatooine, but they have devoted themselves to the cause of defeating the Sith. This is what separates these criminals from those who align with the Hutt Cartel: the Civilian Resistance members want to defeat the Sith but are not necessarily loyal to any other government, whereas criminals in the Cartel are loyal to the Hutts. What that anti-Sith drive gets the Rebellion is an invaluable civilian resource that can get it what it needs when the law says that they cannot have it. The Civilian Resistance uses their questionable methods and morals to fight as soldiers of fortune, raid enemy ships for cargo, seek out Rebel-wanted bounties, smuggle goods and personnel across enemy lines, and more.

Ranking Structure

As a loose group of civilians, the Civilian Resistance does not employ ranks like an army, or even the Rebel Militia, would. Instead, the group is based around occupations, and those occupations determine what missions and operations an individual would undertake. After all, if goods need to be smuggled across enemy lines, whether someone is a commander or a general is irrelevant. All that matters is their skill as a smuggler. In order to maintain proper logistics, though, the Civilian Resistance does have a leader who can coordinate its operations in accordance with the aims and goals of the Rebel leadership.

Beyond the leader, the most common occupations are mercenaries, smugglers, informants, pirates and privateers, and bounty hunters. This is not necessarily an exhaustive list, so individuals affiliated with the underworld but are not involved in those occupations can still join the Civilian Resistance.

Terminus Base

The Civilian Resistance maintains a small safe house deep in the criminal heart of the Terminus spaceport. The district that the base is located in is in close proximity to a constantly moving trade station, allowing the Rebels access to products and resources that they need to contain its operations. The constant hustle and bustle allows the Rebels to blend in, making it a prime location for negotiating deals and receiving information from informants.

At first glance, there are no obvious signs of a base in the starport, allowing Rebel vessels to deliver and collect valuable resources for the cause without causing suspicion. One of the major advantages to being a Rebel on such a world is that there are no clear markings of what Rebels look like, so a watchful eye would not be able to notice the difference between the Rebellion’s criminals and any others. This being said, they are unable to acquire all of what they need through normal subversive means. It is not uncommon for the Rebels to participate in thefts and raids against other starports, ships, and on occasion, piracy in order to acquire what they need.

The base itself is in the outskirts of the port, and it houses storage rooms, living quarters, and a short tunnel that leads to an underground command and control center. Like other Rebel bases, the retribution of the local law enforcement agencies is an ever-present concern.

Base Defenses

The district is protected by standard spaceport defenses, including law enforcement and riot teams stationed throughout the port to deter and prevent the kinds of crimes associated with the kind of scum that frequents the port. A key part of the defensive capability of the Terminus base is that it is home to a densely packed civilian population, most of which include criminals who are prepared to fight not just for their lives, but also their cargo and their way of life.

Though the primary defense of the base comes from its proximity to the criminals who will defend the port, the base itself has its own defenses in order to slow an enemy force down and allow time for an evacuation. As a first line of defense, the resistance set up a makeshift blast door to keep intruders out. In the event the door is breached, a number of weapons systems are on the other side of the door, in addition to the armed criminal resistance forces. A few heavy blasters, portable anti-infantry turrets, and automated cannons are located throughout the base, all of which were stolen from ships throughout the starport.

In the event an evacuation is necessary, members of the Civilian Resistance are expected to retreat to their own vessels and escape the starport on their own.

Because the Civilian Resistance is not a military force, it is not broken into military ranks. Instead, the resistance is organized based on what occupation one holds. The missions and operations they undertake depend on what occupations are needed at any given time.
