Chiss Government and Society

Chiss Government
Consisting of twenty-nine colonies and several hundred thousand star systems, the Chiss Ascendancy was established as the dominant power in the Unknown Regions for millennia. Their belief of superiority over all other species prevented them from ever integrating in Alliance society, though they respected talented individuals and even accepted those people into their ranks if they abide by Chiss laws. The Ascendancy was once ruled by four ruling families, each of which in charge of certain government-related affairs.

Following the Nuruodo family’s rise to power, with the Nuruodo aristocrat establishing himself as Imperator of the Ascendancy and maintaining leadership over the other three ruling families in 1,001 ABY, the Ascendancy broke their ties with the Alliance government and returned to seclusion within Chiss space. However, they did not mean to return to the policies they held before.

Years later, a new Imperator voided the non-aggression law, which prevented the Chiss from making any preemptive or aggressive military actions, through political maneuvers. He also grew to believe that the Galactic Alliance was moving to annex the Ascendancy, beginning to build up arms to defend the Unknown Regions. With the takeover of the Empire by the Sith, the Chiss swore allegiance to the new government, being promised autonomous rule for their cooperation.

However, time passed and a new Imperator gained power and the throne as the old stepped down and faded into history. The new Imperator sought to apply old policies, increase borders and retain peace within the Ascendancy. The non-aggression law was brought back almost as quickly as it was removed, and a new division of resources and time was devoted to expanding Chiss territory and defense.

Under the Imperator, Csilla remained the capital of the Ascendancy. However, the planet Naporar, home to the Nuruodo, grew in importance as the Chiss Expansionary Defense Force (CEDF) began stockpiling its military equipment.

Chiss Society
There are four ruling families that are responsible for daily government assignments: the Sabosen is responsible for social issues, the Inrokini with industry and science, Csapala with colonial affairs, agriculture, and management of resources, and the Nuruodo with military and foreign affairs. Csapala, due to their collectivist-socialist economy, at one point was the leading ruling family of the four, with the Nuruodo considered the second most important. However, in recent times the Nuruodo rose in power and in numbers far greater that than of the Csapala, gaining strength to the point of completely sweeping through and controlling the government.

The ruling families headquarter their government specializations on their homeworlds, all four of which can be located on the hyperspace line known as the Path of the Houses. Although the Chiss hail from numerous families, they are often associated with one of the four families as a trial-born, Chiss who put aside their familial associations to accept an occupation within one of the ruling families.

Their belief of superiority over the other species and races keeps Chiss society mainly pure, though they are not afraid to admit non-Chiss into their ranks as well as adopt technology that is deemed useful. They are known to hold onto information they obtain about their political rivals for decades, waiting for the right moment to use it for their own advantage.

Due to their isolationist policies in the past, Chiss ancestry became so diluted that any Chiss could claim to be a descendant to any Chiss family. Due to this, the four ruling families are seen more as governmental bodies than familial groups.

The Chiss are often described as pensive, contemplative, deliberate, and calculating individuals. They live harsh but disciplined lifestyles, stemming from their origins in the rugged and harsh Csillan winters. They despise crime and are quick to take offense to any perceived insults to their position.

Because Chiss often hold onto information for long periods of times, intelligence gathering and counter-intelligence is important to the Chiss in both the political and military fields.

Although they may give the impression of cold and calculating, the Chiss are an honorable people, despising those they see as dishonorable and holding personal honor in the highest regard. They do not kill more than necessary, often accepting requests of surrender from the enemy.

Many people base their impressions of the Chiss off of Grand Admiral Thrawn, the only non-Human who obtained the rank in the Imperial Navy during Emperor Palpatine’s reign, due to Thrawn’s campaign to defeat the New Republic. The Chiss, due to propaganda pushed forward by the Imperator, grew to see Thrawn as an exemplary Chiss.
