As a former military man, he'd likely be pressured to join the military as a way to earn citizenship. I'm assigning him the recruit rank in the Chiss army, but with a little time(honestly I don't think it'll take long) he will earn the Chiss trust and either move up in the army or move into the Chiss CAIN division, wherever you want to take him.
