Canto Bight Police Department

Operating over the Casino world of Cantonica and its surrounding moons, and primarily focused around the eponymous city of canto Bight, the Canto Bight Police Department (CBPD) is a law enforcement and security agency. Consisting of two branches, the Uniformed Branch and the Canto Bight Mounted Police, the force is a proactive crime fighting organisation focused on ensuring the continued stability of public order on a world riddled with crime and fancy living. Official statistics claim that the CBPD is a highly effective law-enforcement agency, with petty theft, property crimes and assaults against the person very low on official reports.

Much of this probably comes from a blend of ignorance and corruption that riddles the force, with the CBPD very much being a product of its environment, and ever law on Canto Bight being subject to negotiation. To this end, the police force is subject to the law of status which directs the social scene on Canto Bight - meaning that the wealthier one is, the more favorable ones treatment from the authorities. It is a public secret in Canto Bight that those with the greater wealth, have the greater access to justice.

That being said not all officers could be said to be corrupt, with some sparse honest souls to be found within the force, either keen cadets, or weary veterans just trying to make a difference. Such officers may find their career progression somewhat slowed however, especially as the senior management of the force has a habit of directing the majority of its resources toward the Casino Sector, and is often deep in the pockets of the various mobsters that control the city.

However, despite their corruption, the CPDB was an effective organisation, adopting a zero-tolerance policy toward property crimes and public disorder. Maintaining the image of the Cantonic Dream is after all, in the best interests of all the cities residents, and as such the Police came down hard on those caught littering, or committing acts of vandalism. Indeed, with firearms banned across Canto Bight, the force was even trained in the use of non-lethal weapons to subdue wayward criminals, and had a habit of working with Casino Security, and in the case of more dominant Casinos - working for them.

Thanks to the simply eye-watering amounts of wealth thrown across the tables at Canto Casinos every hour, the Police had to be trained in common etiquette, so as to fit in with the high society image that the City projected. Trained to take down criminals without lethal force, as well as to act politely and calmly at all times, many off-worlders have described the CBPD as High-Class Coppers. Well paid, becoming a member of the CBPD was a highly desirable job.


History

Founded by the Baron Canto around the time of the re-zoning of Canto Bight as a Casino & Resort City on the planet, the CBPD was initially a Corporate Security Wing of one of the numerous Terra-forming Operations that refashioned Canto Bight into the settlement it is today. Hired to protect and secure the corporate assets and staff of the various founding companies, the CBPD was from the off, favorable to the elite few who controlled the City. As the Casinos grew in Canto, the mobsters and bosses who ran them warmed quickly to the CBPD who found it beneficial to cosy up to them in kind, and even opened themselves up to large 'donations' from the private sector.

As time went by, and the City grew into the jewel it is today, the CBPD became a core part of the image that sold the dream of Cantonica, smart, effective and well-mannered police, there to keep the tourists safe from any criminal scum that might harm them. They began to warm to the idea of just maintaining the status quo, and after such a long time of propping it up, found themselves in to deep to change anything - becoming the corrupt force they are today.


Structure

Falling under the remit of the Office of the Baron Canto, the CBPD is officially the only armed wing of the Cantonic Government, and is commanded by a Chief-Superintendent (CSI), selected at the pleasure of the Baron and his Advisers. It is that link, at the uppermost level of the CBPD that serves to ensure it remains on a tight leash to the rich and the powerful, as the office of Baron itself, is sold to the highest bidder or most cunning schemer around.

The Uniformed Branch (UB), and the Canto Bight Mounted Police (CBMP) form to departments beneath the CSI, with the UB being the larger branch. Each group of officers is assigned a section, lead by a Section Chief and then placed into pairs. Naturally, Rapid Response Units do exist, for terror incidents and the like, and are formed of eight-man fire teams.

Much of the forces funding comes from two sources, the Cantonic Treasury (which accounts for 15% of the budget) and the CBPD Trust (which accounts for 85% of the budget, and is entirely funded by private donations). Under an old Cantonic law, the names and identifications of the donors to these fund are kept private.


Assets

Numbering some 3,500 in number, the CBPD makes use of two jails and an operation headquarters as its main assets. It has a small fleet of speeders and makes use of two corvettes for customs controls, as well as several Star-fighters. (OOC: Write-ups for both to come).

Intent

Several players have indicated they would like a police force on SWRP, and I personally am interested in adding more flavor to Canto Bight - a planet which I think has a lot of great story potential, with a unique character to it. I am delivering this write up as part of that process to breath more life into Canto Bight.
