Overview


Government

Balfour's government is officially a constitutional monarchy; however, the monarchy is a puppet government controlled by Pungra the Hutt, the de facto ruler of the planet. Pungra uses the planet as the seat of his slave trade operation. In exchange for ignoring his operations and granting him generous control over the planet's policies, Pungra keeps the royal family in power and supports their regime with his vast wealth.

Culture

Culture on Balfour can best be described as feudal. Various lords rule over the different political divisions of the planet, each responsible for overseeing a portion of the population. The lords themselves answer to the king or the queen. This caste system is designed to keep the powerful in power, and the poor as peasants. It is supported by Pungra the Hutt, who funds the royal family and ensures they remain in power—thus the status quo is maintained.

Slavery is also common on Balfour. The slave trade brings in credits to Pungra, who then uses some of his immense wealth to stimulate the Balfouran economy. As a result, the population accepts slavery as a natural part of life and does not see it as necessarily evil. Slaves are chosen from among the young, and both male and female members of the species are chosen primarily from the lower class. These chosen slaves are brought to Pungra's palace, where they are trained as dancers and servants, before being sold on the galactic slave market—which is particularly successful in the Outer Rim.

Balfour's technology is on par with the rest of the galaxy.

Places of Interest


Balfour City

Balfour City is the capital of the planet. A beautiful city, on par with Aldera on Alderaan, the city is nestled in the Spine: the largest mountain range on the planet. The city is built around the caldera of a long-dormant volcano that has, over time, filled with rain water and become a natural lake. The palace inhabited by the Balfouran Royal Family is located on the northern shore of the lake and is connected to the rest of the city via a massive bridge. Twin spires adorn either side of the bridge on the southern shore of the lake, acting as living quarters for the nobility. The city hosts the planet's largest spaceport.

The Southern Isles

The Southern Isles are a series of archipelagos located in the planet's southern hemisphere. These archipelagos serve as a resort area for the Balfouran nobility, as a popular tourist destination, and are also a popular location for Pungra the Hutt to hold meetings with important associates to his crime network.

Pungra the Hutt's private retreat

Nestled in the Spine, a short distance from Balfour City, is Pungra the Hutt's personal palace. The palace is situated amidst visually stunning scenery and serves as Pungra's base of operations. He maintains a throne room in the depths of the palace, where he runs the day-to-day operations of his slave business. The palace is also used as a venue to host visiting family members or as the living quarters for his personally hired mercenaries and bounty hunters. Pungra keeps the best of his slaves for himself in the palace.

History


Because of its location admits an astroid field, Balfour remained isolated for centuries before being discovered by the Hutts and abdicated as part of their territory. During this time, a feudal culture developed on the planet's surface, and a powerful monarchy was established. However, the monarchy's power was destabilized over time due to constant power plays by rival warlords.

Despite its beauty, Balfour eventually fell to the wayside until it was rediscovered by Pungra the Hutt, who found the native species particularly attractive. In exchange for keeping the reigning monarchs in power, and thus stopping the frequent wars for succession, he was made the de facto ruler of Balfour and was allowed to establish his slavery operations on the planet.

When Pungra was rediscovered by his family in the Hutt Cartel, his operations were made part of the cartel's larger operations, and Balfour became a far more prominent—far richer—part of Hutt Space. Balfour City rapidly expanded with the introduction of tourism and the Balfouran monarchy quickly became one of the richest monarchies in Hutt Space.

Intent


My intent for this planet is to show the inner workings of a planet that is pretty much under the criminal thumb of the Hutt Cartel. How they effect the planetary government; the economy; etc. It also serves as a sort of adopted "homeworld" for my Hutt crime lord, Pungra the Hutt, and is the base of operations for his slave trade operations. In time, I hope to flesh out this planet's backstory, get a write up on the native species, and begin to explore the stories that can be told here.
