Due to the recent progressive nature of our illustrious Hutt Empire, it has been decided that the current hierarchy of Hutt High Council will be abolished in favor of a faster, more efficient system. This change will not only clear up administrative issues, but allow our forces to fall under the same jurisdiction and increase response time to pursue our goal of freedom against the Republic's tyranny.

Effective immediately, his almighty Tusa Ujalli Hai will be crowned Emperor for Life. With this title come full executive, legislative, and judicial powers over the Hutt Empire and all of its territories. These powers may not be contested or disobeyed- any dissention will be considered treason.

Also effective immediately, all vessels, personnel, and materiel in the Hutt Empire fall under control and protection of the wise and mighty Tusa Ujalli Hai. Desertion or hesitation will be cause for a court-martial or imprisonment.

While these laws may be sudden, they are necessary for the continued growth and survival of our Empire. His majesty Tusa Ujalli Hai thanks you for your understanding and cooperation with these changes, along with your continued and unwavering allegiance.

The Hutt Council will no longer be of any concern to us. I have just received word that the Emperor has dissolved the council permanently. The last remnants of the Old Empire have been swept away.

In a more realistic answer, yes, the Council is being abolished. I do this for many reasons- first because it's a very Tusa-ey thing to do, and second (and most importantly) the Council was and is horribly ineffective. The individual Hutts themselves have little to no territorial or military power (it was integrated and formalized), as decreed:

First, that an Empire-wide military draft will be enforced, effective immediately... New recruits, planetary militias, and personal fleets will be integrated and standardized for the duration of the threat to our sovereignty, as decided by the Hutt Council.

Second, that the Hutt Empire suggests that all private shipyards, mining facilities, and factories in our territory shift their priority from private gains to military support, enforced by contract.

With the Hutt Council falling to pieces OOC-ly and Tusa making most of the decisions in the unified government (as Chairman), it would be an easy step to just declare the change in order.

Former Council Members will retain a high stature in the Empire, though no longer have direct control over military forces (unless given command through standard channels). OOC-ly, the Council still has access to the Emperor's Chambers- Inner Sanctum planning board, where the new Imperial Court would chat about the war.
