Senate Building, Coruscant

Since the previous session of the Galactic Senate the galaxy has been at peace. The Empire has a new Emperor that isn't a Force-sensitive Sith and multiple factions are busying themselves with clearing up the remnants of the Killik infestations.

Many of its member worlds have recently seen new representation or indeed are soon to have new planetary elections. For many senators this session will either be the last of the first of their political careers. Because who knows, perhaps the next elected government wants to chart a different course with a new senator!

Today the agenda reflects a time of galactic peace: First the new Emperor of the Empire, which holds large swaths of territory in the galactic North-west and North-east, will introduce himself to the session and reveal his designs for his Empire and further Galactic Peace. Then a new senator, Dimon Fee Simm of Ubrikkia, proposes a bill to codify requirements to senate representation. To political watchers here in the capital this particular bill might cause a more heated debate and spark of debate than anything the Emperor might reveal in his address. It might be the end of representation as we know it!

GALACTIC SENATE SESSION JUNE
The Galactic Senate gathers to discuss recent events and how to move forward.

The arrangement of seats in the senate has been altered slightly and is less focused on voting blocks as it has been in the past. Now, seats are grouped based on their location in the galaxy, treating the Chancellor and Speaker's seats in the center as the Galactic Center and around it a represenation of the sectors in their respective regions.

  1. Opening by Speaker (Storyteller: @Eccles)
  2. Address to the Galactic Senate by the new Emperor (@Eccles)
  3. Codification of Senate Representation Requirements Bill (@Nor'baal)
  4. Restoration of the Jedi Order to the Galactic Senate (@Xorism) -- Pending outcome item #3
  5. Closing by Speaker (Storyteller: @Eccles

Attendant droids and organic staffers will escort the representatives to their seats, where they wait for the official opening by the speaker (Thursday CET).

[OOC: Open to all senate characters. Please be aware of the roster and update accordingly. It is severely outdated.]

Unlike the last session, where the Empire was representated primarily by Commander Levik Karn of the Imperial Peacekeepers, the number of aides, staffers and unarmed security personnel checking out the new Imperial seats were a clear sign that this session would be different. When the former Grand Moff arrived just after the other Imperial delegates of the Galactic North, they all rose and started clapping to congratulate one of their own's ascension to Emperor. To many seasoned representatives in the senate, whether they were Imperial or not, the Emperor was a familiar face who had served in the senate for decades, first as representative from Raxus and then as Imperial Moff and Grand Moff.

Emperor Emer-Drast smiled and nodded his head, waving to some further off senators with the humbleness and gratitude that he's known for in his dealings with his political peers.

He had the pleasure to re-introduce himself and his Empire to the Galaxy today. Davik was in his demeanor almost the polar opposite of the Sith that his Empire had evicted and stood in stark contrast to the atrocity-filled conquest of his predecessors. No, not his predecessors, for that Empire had been a different one altogether. His Empire wasn't, after all, a Sith Empire.

After a moment of applause from his own political allies, the Emperor sat down and seemed to discuss something with the Grand Moff Pollux in the senate pod for Raxus, the new Imperial Capital.

Once again, there was a protest outside the Ubrikkian delegation's residence. There always was these days, a more fractured galaxy, torn by plague, conflict and strife, saw emotions run far higher and more frequently than in times past. It was one of the downsides of having a residence with a public causeway outside - sure, you could access it more quickly, but so could the public.

Standing at three stories in height, the residence was the 'penthouse' atop one of the many skyscrapers on Coruscant. It looked over a public park, the 'Ubrikkian Public Space', donated to the planet and maintained by the embassy by a 'grateful Ubrikkia' centuries ago.

These days Senator Dimon Fee Simm found the place to be a bloody nuisance.

When he first came here, he could easily walk in through the residence's front door; now, he had to take his yacht from the rooftop landing pad. It was a socialites nightmare.

Far above the protestors, Dimon was getting ready for days Senate session. Wearing a black robe of Monocot-fiber, with a thick waistband sash of Cantonican golden silk, topped off with a sumptuous short Jakobeast fur scarf, he looked every bit the 'man of the people' (or so he told himself).

"What are they shouting about now?" Dimon asked his protocol unit, Geeves, as he placed his rings on and, finally, an ornate chromium charm chain around his neck.

"The group is concerned about the appropriateness of the 'Tail Ring Exhibit' on the ground floor, your Excellency. They claim it is 'problematic' to 'showcase cultural artifacts for pleasure'." Geeves replied matter-of-factly.

Dimon sighed. The Ubrikkian tail spiral ring exhibit was a favour to a friend, ahead of a selection of collector's items being auctioned off for his charity at the end of the month. Of course, some do-gooders would be fretting about it! He huffed, taking his cane from his droid and walking out of the room up to the waiting yacht.

"Ridiculous anyway." Dimon muttered to himself as he peered out of the viewing portal of his yacht. He'd had the entire thing refurbished when he'd taken over as Senator, his predecessor having been a little too frugal with the fineries of his office. Now the bridge had been redone to include a relaxing 'upper lounge', replete with sofas, drinks stations and a few shelves for his collection.

Geeves manned the controls at the single piloting station at the front of the bridge-lounge area and was taking off.

Thankfully, the large windows on the upper lounge area where tinted - meaning Dimon could see out, but those feckless protestors couldn't see in. Just how he liked it.

"Right, talk me through the agenda Froogle." he snapped, as his aide came bouncing over from the doorway which led down to his private office and personal lodgings. The bizarre alien was all too keen to serve, and it stood in front of the seated Senator, datapad in had.

"An-an introduction from the new Emp-Emperor, your excellency." he began, stammering over his words as he practically stampeded to get them out. He went on to list Dimon's motion and then onto describe the Jedi motions, which Dimon primarily dismissed as irrelevant.

"I remember when he was just a Moff, you know?" he asked rhetorically as the yacht flashed across Coruscant and toward the Senate building. "He didn't make much of an impression, but then again, perhaps that was the point?" Dimon thought aloud before Geeves told them they were coming into the land.

Once through security, which appeared to have been stepped up considerably since the last session, Dimon made his way to his pod, pausing to shake hands with a few political allies and enemies alike.

He remembered his pod was on level twenty-three because it had always taken him ages to get there, and he had the misfortune of being the pod over from that irritating Senator from Klatooine.

By the Force that man could talk for hours.

Dimon saw the Klatooinian as he approached the pod and smiled through gritted teeth "Yes, great to see you to!" he lied, ducking through the doors and into his pod like a man bolting for the life raft on a sinking ship.

Once sat down, he kept his hand on his cane by force of habit and looked around the room.

Despite his overall cynicism in life, the majesty of the rotunda itself never failed to impress him and take his breath just a little. He still wasn't entirely sure how a boy from the streets of Ryloth had ended up here.

The location of seating for the significant governments had moved. They seemed to be done on a galactic map location, meaning his pod had not changed. Still, instead of being surrounded by random representatives from light years away, whilst the 'blocs' of pan-galactic Governments dominated wings of the rotunda, everyone was mashed in together.

Dimon shrugged and got his datapad out - busying himself with ensuring his speech was ready for when his motion was read.

Once done, he sat back and waited for the session to commence.

"Hey, hey hey! Make some room, people! The Governor has important places to be!" Dusty's Honor Guard spat at the throngs of admirers crowding around Dusty. Of course, these weren't political science majors - God knows that Dusty knew little enough about that - they were Podracing fanatics and they had just seen the Glymphid governor perform quite the race on Naboo, while in office no less. Dusty's bodyguards were hurriedly trying to push him past the fans but Dusty was taking his time. He loved the camera, he loved fame and he much preferred the company of blue collar Podracing fans rather than the stuffy old politicians in there.

"Sir, we really must be going" one of his long-suffering aides whispered in Governor Daytonus' ear. Dusty sighed, signed one last baby, and headed inside, trying to focus his mind on gauging the new state of the galaxy and which parties it'd be best to betray and which it'd be best to latch onto.

The Governor of Opportunity took his position in his senate pod. Back to Courscant again... After while of being in the Galactic City it seems... bland and dull on the eyes. The Governor would rather much be on his desert colony world. To him, Opportunity doesn't get dull. Standing behind him as Hugo is seated is his assistant litigation droid that he normally keeps around him.

Hugo would check his chrono. He has the agenda right in front of him on his datapad, so kindly provided to him by his litigator droid. Some sort of speech from the Emperor. The Empire has put on a good show so far to convey that they 'changed'. Hugo isn't so sure he is buying what he is selling. Even so, the Empire is still something to be wary on and not be complacent on.

The next one, `Codification of Senate Representation Requirements Bill`. "Hmmmm" the colonial governor would ponder.

The next item depends on what the preceding bill's contents are and if it passes. A motion for the Jedi Order to come back in the Galactic Senate? Is it really a good idea to have religious fanatics in chambers where people are to have civil, reasonable discourse? Hugo already knows what his vote will be on that.

Now then, others are gathering, Hugo would wait patiently

A Queen did not simply enter a room. She arrived. And arrive the Queen Mother did. Charlotte swept into the Senate chamber adorned to draw the eye. Her Chume’doro arrayed around her in spectacular fashion. A host of royal attendants arranging her seat. Charlotte took her place with a wholly disinterested look.

She had a reputation to maintain but she arrived with very specific orders. She needed to devour more influence. Her power needed to grow so that she could continue to be of use. The galactic chaos served as a perfect opportunity for that growth. Now, she just had to wait to see where to poke.

It was Heather's first senate session after she had been appointed to represent Lianna as an Imperial senator. The Emperor was supposed to adress the senate for the first time and therefore make his first official appearance, so in a way, today was a day of many firsts.

As an Envoy, she had attended sessions before, yet as she was officially representing her assigned planet today, she was obviously in a different position and thus held herself much more poised and confident. Today's session would potentially change the whole structure of the senate, so she was curious where today would lead.

Though representing a significantly smaller faction these days, namely herself, Victoria still clung to some hope that the Galactic Senate could reform itself. It had been an eon since its relevance in her eyes, but the potential was still there, masked under a cloud of politicking and indecision.

It was certainly a dilemma, award states supreme authority and the Senate is a paperweight, crushed under its own inability to act. Give it the trappings of power, and its wielder might succumb to each and every hierarchical system's inevitable end.

Would this be any different?

1) OPENING BY SPEAKER
The session starts according to the agenda with a formal opening by the Speaker.

Everyone's microphone was muted exactly on the scheduled time as the podium of the Speaker rose to claim everyone's attention. All pods had their inbuilt screens with a live-feed from the camera-drones hovering through the the senate chamber. Even the press had their own pods, although they lacked microphones as to not interrupt the proceedings.

"Welcome members of the Galactic Senate, representatives of the HoloNet press and all Galactic Citizens watching these proceedings from a distance," a few senators had chosen to attend via hologram and while that was not uncommon, the special welcome had ofcourse been directed as citizens that were watching from the comforts of their home, or because it happened to stream at their place of work.

"Today marks the first session with an adjusted seating arrangement based on Galactic Regional Positions instead of that of factions or indeed formal voting blocks," it immediately marked those voting blocks that had their territory scattered across the galaxy instead of centralized in adjoining sectors and regions. "We also have an agenda today of remarkable importance, after all-"

Some of the camera drones moved suddenly and hovered nearby the pod for the Raxus where the Emporor sat, "The Empire has chosen this session to address our body and the galaxy as a whole," other camera drones moved towards the pod from the senator of Ubrikkia, "while Senator Fee Simm proposes a bill that will reform and codify membership requirements to the senate." A single camera drone then moved towards the Consul of Gannaria's pod, "and depending on the outcome of Ubrikkia's bill, we will lastly discuss the readmittence of the Jedi Order." if the Speaker had an opinion about granting a religious organization membership of the senate then no one would be able to read it on his face at it was utterly professional.

"I will now yield the floor to-" he seemed to read something off of his datapad, "-Emperor Davik Emer-Drast of the Empire."

2) ADDRESS TO THE GALACTIC SENATE
The second item according to the agenda is a formal address by the Empire.

The pod for Raxus slowly moved towards the center of the Galactic Senate stage and all could clearly see two humans standing on it wearing fine Imperial white uniforms. Those familiar with the Imperial ranking systems and its insignia would recognize one of them as the Grand Moff, while the other wore merely a blue sash over his left shoulder.

Once the pod settled, the man with the blue sash stepped forward to the microphone. "Dear members of the esteemed Galactic Senate," he smiled warmly, "Dear Galaxy," his arms spread out slightly in welcoming gesture.

"Some of you will recognize me as the former Grand Moff of the Imperial Diplomatic Corps," one of the camera drones filmed the current Grand Moff and his pristine white uniform, "However, it delights me to have the honor to stand before you all today not as the Grand Moff," his arms fell back to his sides as he seemed to beam with joy, "but as Emperor Emer-Drast."

The Grand Moff standing behind him to his right started clapping and so did the other Imperial representatives in the Senate and of those worlds that were keen to remain allies with the Empire, or otherwise had been compensated to applaud. The Emperor waited a few moments for the applause to die down and then his finely crafted smile returned.

"I have been a member of this senate since its inception, as has my father, the late Morno Emer-Drast, been a politican representing my homeworld in various diplomatic alliances and trade deals over the decades prior to the establishment of this great senate." He paused here, concluding that part that no one probably cared enough about to remember, "I am not Force-sensitive, nor have I ever been involved with the Sith Order or the atrocities it commited." This then was the important part of his introduction. Too many senators regarded the Grand Marshal, who was the presumptious Emperor for a while, as too involved in the Sith-committed atrocities as he had been a member of that very same Sith Order.

"And I profess merely my own admiration and devotion to the Imperial principle that brought stability and prosperity not just to my own homeworld, but to all the worlds that are now part of the Empire." Some worlds still had a lingering presence of the Sith or the Sith-funded insurgencies, but the Imperial Security Bureau was making great progress in bringing stability back to the Imperial Dominions. Something the corporate authority of the Imperial Czerka helped with as well.

"Thus I consider myself very fortunate and wish the same stability and prosperity to all of you, as well." Again the Grand Moff and the Imperial members of the senate started with their applause, seemingly convinced that a galaxy that had suffered so much from failing factions like the Republic and the Free World's Alliance would welcome a chance for stability and prosperity after so much turmoil.

Once the applause died down again, the Emperor continued, but this time he motioned for the senate staff to display something on everyone's personal screens inside their pods, something that would -with an added warning for viewer's discretion- be shown to the viewers and citizens as well. "Last time the Empire promised that it was very different today than it was under rule of the Sith and that we would prove it at great personal cost by trying to bring justice to none other than the Nightsister Matriarch and former Empress of the Sith Empire, Darth Andruil, who is responsible for countless atrocities committed to member worlds of this esteemed senate."

The members would see footage captured on Dathomir, where the Nightsisters resurrected the dead and attacked the Imperial troops with a zombie army. This very much looked like victims of the AMS virus, showing all those still reeling from that galactic epidemic the severity and monstrous act of the Nightsister Matriarch. It also provided a stark contrast between the former Empire and the new Empire.

The Emperor seemed to have a hard time watching the atrocities unfold, showing that despite his elevated status within the Empire he was very much a sentient being capable of emotion and empathy. "As you can all witness," his voice was weaker now as if he was trying to come to terms with the fact that -at the behest of the senate- he had condemned thousands of loyal Imperial men and women to violent, barbarous and horrific deaths. "we are dedicated to protect the galaxy from the monsters we all know and fear." which is why the Empire had its own Imperial Knights, who were trained for a lifelong crusade against the powerful Force users and their cults. "which we are doing at great personal cost. The death toll of our attempt to arrest the one responsible for the war crimes against Firrerre and Kashyyyk is reaching far beyond a thousand young men and women. They all believed -as I do- in the Imperial principle and the stability it can bring to the galaxy." for a moment the Emperor's eyes seemed to dart in the direction of pod for Llanic, whose Governor was the one to demand assurances that the Empire wasn't the same as it had been under Sith oppression. Surely they could no longer doubt them now?

"It is in their memory, and for the countless of people that fell victim to the Sith Order before, that the Empire will continue in its mission to create stability and prosperity for the Galaxy. For all people, freed from the monsters that we all know and fear."

Once again, for the third time now, the Imperial representatives and the Grand Moff started applauding. Other senators affiliated with the Empire or its interested seemed to join in as well. This time they went on for a moment longer as the Emperor disabled his microphone and signalled to the Speaker that he yielded the floor.

A silence fell across the room as the Emperor rose to make his address. Dimon was very interested in what the man had to say. Since rising to the position of Emperor, he had overseen sweeping reforms within his dominion, using the abject chaos caused in recent times to cement his rule and that of his allies.

Regardless of one's political views of 'Empire', it was naive to suggest that the Emperor himself was anything other than a smooth political operator.

Understanding how the new regime intended to govern would be necessary. And, whilst he was under no illusion that a lot fo what the Emperor said today would be 'puff', what needed to be said rather than wanted to be said, it was important he pay attention.

'Prosperity and Stability' are the watchwords of the new Emperor. However, they could mean various things. The outward manifestation of such a pledge could be quite different to what the HoloNet was suggesting. Peace could be secured through conflict, claiming that 'rough' outer rim planets needed to be 'brought into stability' by the 'order of Empire' was the route the regime could take.

History was stacked full of examples of that precise approach.

Dimon hoped that the Emperor would focus on a more collaborative approach this time. Not that he could do anything if the Emperor changed his direction, of course - Ubrikkia was hardly about to 'stand firm' against foreign aggression the Empire could bring to bear.

In the meantime, Dimon had to dance along with the diplomatic requirements of his post. "Speaker, it is a pleasure to welcome the Emperor to this august chamber, and I, for one, am pleased to see one so well-schooled in the diplomatic arts take up a leading position on the Galactic stage." he nodded deferentially to the Imperial pod before pressing on.

"A future in which the agenda is set by those seeking prosperity, a striving to deliver stability, is one that, I have no doubt - this body will endorse fully." he added, aligning himself with the Emperor's commitments.

"Yet we must ensure that the horrors of the past do not repeat themselves; we must be vigilant. There had been some in this body who showed a considerable lack of diligence in this regard - watching as authoritarian powers grew, and their crimes went unanswered. We must not allow this to happen again." Dimon deftly repositioned his stance to appear more critical in tone; after all, it would not do to unthinkingly align oneself with the Empire - lest such a move come back to bite him later on.

"So I urge the Senate to press ahead with the trials into Imperial War Crimes and to ensure that the Empire is not left to 'mark its homework' in this regard." Dimon drew some glares from certain pods in the room. "Dathomir must be examined so we understand what exactly took place there. But furthermore, the Empire must open up its records into the attacks on Denon, and others to ensure this Senate and its members can see the data themselves."
Dimon took a sip of water, longing for something much stronger as he concluded. "I welcome the Empire's commitment to prosperity and stability, but words shall be backed up with actions, I am sure - and if not, I am confident this body shall ascertain as to why. In the meantime, Ubrikkia welcomes the Emperor to this place, and looks forward to further discussions and diplomacy with the 'new' Empire."

A smattering of applause, either for the content of this speech, or to celebrate it was now over, marked his conclusion, and he resumed his seat.

Charlotte picked at a particularly stubborn flake of glitter under her thumbnail. The dull drone of the chamber throbbing in the background. She checked her chrono. Almost time. A shiver of perverse excitement ran up her spine. Truly, she had been so bored. One of her Chume’doro tapped her shoulder. Perfection. The Queen Mother stood smoothly to address the assembly.

“Galactic peace.” Her words hung in the air for breath. “A catchy headline…a shinning dream…our greatest accomplishment.” The words were light and airy in the chamber. “But let us name that dream for what it is…a lie.” A single word to cut through the droll. “The best kind of lie, because it is the one we tell ourselves.” Again, she let it hang. “But for once, we should tell the galaxy the truth.” Charlotte gestured at the array of cameras. “Let some small kernel of reality invade our precious senate.” The casual air was gone from her voice. “We are not at peace. You have decided to pretend the galaxy has changed when it is the same as it ever.” Venom began to drip from her words.

“Shall we forget the billions murdered at the hands of the Empire? Shall we pretend those in power now were not those in power then? That changing the color of their toys makes them any different?” Charlotte’s eyes flashed to the Emperor. “Or that the Jedi don’t continue to bring fire and death to every world they touch? That their closest allies are not little more than well-funded terrorists?” A sneer marred her pretty face. “Oh yes, let us invite such chaos back into our midst.” She waved a dismissive hand. Her glare falling on the contingent of core worlds.

“Shall we forget the Killik threat hangs around our neck like a noose.” Her chrono beeped. “Shall I forget how the core worlds fed us to the wolves? Turned their back on the Free Worlds. Turned their back on my people. How they sat by and watched our people die for their safety.” Anger punctuated every word. Cowards. Each and every one of them.” Charlotte stepped farther forward on her platform.

“I know what you all whisper. Vain. Petty. Greedy….mad. Well, I have brought a gift. I have freed you from the need to whisper.” The video screened switched to show a large contingent of the Royal Fleet appearing to surround Corellia. “We will have justice for the harm we were done.” The Chume’doro very carefully formed around her. Peace…what a joke.” The attack would commence as the Queen Mother was escorted from the Chamber.

This, this was an outrage!

Senator Dimon Fee Simm flew to his feet, his bulky frame belying expectations as he wobbled up as the Queen stated the first instance of the term 'lie', and slammed his pudgy little hand on the mic shouting "Point of order, Speaker!" he caught his breath as he interrupted the Queen during her ramblings.

He could hardly believe what had happened - he had not seen the like in all his years in politics.

"The Senator for the Hapes Consortium did not address the chair. This is most disorderly, I move that the Senator be called to order at once!" he stated, interrupting the Queen mid-flow. "Furthermore, if I may be so bold Speaker, the term 'a lie' is even more disorderly - to accuse members of this august chamber of such conduct, is simply not on. I ask the speaker to require the Senator for Hapes to withdraw such remarks."

Although it didn't show on his face, Hugo was delighted to hear that the Imperials were taking massive losses trying to apprehend the swamp witch. Apparently good PR is worth thousands of dead bodies of "young" men and women to the new Emperor. Shows what kind of ruler he is.

Then he heard the Queen-Mother of Hapes 'Her majesty' started talking like a raving madwoman. Although the Queen-Mother has been a bit unstable ever since one of her worlds was attacked... Once she was escorted out, the view screens then cast a terrifying shadow over the session. He saw the unmistakable silhouettes of the Hapan Battle Dragons, and he recognized the form of the planet they are facing, having been there not too long ago. Then he got lots of notifications on his smartpad dataphone Without hesitation he would then turn to exit, nudging his litigator droid to come with him. He would go and get on his shuttle and get out of the Core Worlds as soon as possible.

He imagined the senate session would be suspended, but for all he knows the Hapan fleets could be attacking in other places in the Core, maybe Coruscant may be next.
