Cipher Three has displayed significant detachment between himself and the consequences of his actions. Although he seems to form attachments to his comrades, he displays a concerning lack of empathy toward anyone outside of his immediate circles.
Additionally concerning, Cipher Three has shown a surprising level of disregard for the chain of command. While he has exceptional outcomes on his missions and follows the general directives of his commanders, he functions significantly better with broad directives rather than specific orders. This may date back to childhood and his early days within the IFL.
At this time, I can recommend Cipher Three remain field active, but I would recommend regular and continued reevaluation for at least the next six months to evaluate how he is adjusting to his new role.

Cipher Three was born in the Outer Rim on the world of -redacted-. There, he was recruited into the camp of local warlord -redacted- at the age of twelve where he fought in the numerous bloody civil wars that tore the planet apart.
When warlord -redacted- was killed, Cipher Three fled the planet of -redacted- and found work as a mercenary before enlisting in the Imperial Foreign Legion. His record within the IFL was exemplary with missions to -redacted-, -redacted-, and -redacted-.
After four years, he was recruited into the Covert arm of the ISB where he served to destabilize the government of -redacted-, recover intelligence regarding enemy movements on -redacted-, and the assassination of -redacted-.
He has been recruited as Cipher Three to continue to exercise his skills in a broader capacity.
