The Hutt Empire
Hutt Grand Council
The Hutt Grand Council is the main political body of the Hutt Empire. Leaders of Hutt clans throughout the galaxy are granted a seat at the council on Nal Hutta. The leader of the most powerful Kajidic (hutt clan) is assigned the title of "Chairman" of the Hutt Council and is the de facto leader of the Hutt Empire. All decisions regarding the functioning of the Empire must be passed through a voting process. A consensus must be reached before a law is passed. In practice, however, the council is not as democratic. The Chairman of the council usually wields absolutely authority over the others, and can influence the council into adopting any law he sees fit. Regular council members are not completely deprived of power. They each rule their own respective world in Hutt Space and have a reasonable degree of freedom in their own domestic affairs.
